Use the number that answers the question
A daily rain amount cannot tell you which hours overlap a pour or delivery. A wind average is different from a gust. Start with the hourly explorer, then use recent radar to see how the available echoes have moved. Radar playback shows the past, so it cannot guarantee a dry work window.
Atmosphr provides model guidance. Equipment limits, the site risk assessment and the person responsible for the work determine operating decisions. There is no universal weather number that approves every job.
